Well...that depends. If you create a model in Creo 3.0, save it as an STEP file, open in Creo 2.0, you could view it. And you could modify it some if you have the Flexible Modeling Extension.
But if you want Creo 3.0 (.prt file) to be opened by Creo 2.0, no, this cannot be done directly.
