I've followed your steps and it worked.
To elucidate:
- First I've renamed back in explorer.
- Then, in Creo, I've opened all involved parts (dependencies Must be in memory).
- Third, as I did not understand well what you meant with "rename the file to the new name" (wasn't clear if you meant on explorer, or on Creo's model tree or elsewhere), I've started searching until I found FIle>Manage file>Rename.
